City council rejects renters right to repair

The Duluth City Council took up that proposed right-to-repair policy Tuesday but voted 2-6 against empowering tenants to take action on their own when landlords ignore or procrastinate making needed fixes, citing concerns of unintended consequences, including legal repercussions.
Instead, councilors offered an "alternative" proposal that would require city staff to enforce timely repairs and would increase penalties for landlords who do not comply, passing it on a 6-2 vote.
