The Syrian military & government consists of radical Jihadists from various terrorist groups

The new "Syrian Army," equipped with suicide drones, advanced weapons, APVs, helicopters, and armored brigades, is comprised of jihadists from what was formerly Hay'at Tahrir al-Sham (HTS), the Syrian branch of Al Qaeda. This may explain why Israel is hesitant to enter into any future agreement with Syria unless we can secure our borders and ensure that this jihadist army does not pose a future threat to us.
