Johnston McCulley's Zorro wasn't the protagonist's first identity though it was his true one. Don Diego De La Vega was the face that Zorro presented in his ordinary life, and this mask was used to protect against capture for Zorro's loved ones and himself.
No one would accuse such a weakling to be the dashing and daring hero of the downtrodden. There was simply no one who would believe such foolishness.
Indeed, this trope was spoofed quite hilariously by George Hamilton in his comedy Zorro: the Gay Blade.
