Deu 29:4
“Yet to this day the LORD has not given you a heart to know, nor eyes to see, nor ears to hear.
Up to this time, the people did not have "eyes to see" nor "ears to hear." For someone to hear Elohim's Word and understand it, is an act of the Spirit of the Father. Yeshua quoted this verse.

Mark 8:17-18

In this passage in Deuteronomy, the Almighty says that even though they have seen great miracles, they do not have a heart to know, eyes to see, nor ears to hear.. Let's look at the entire context of the passage where Yeshua quotes this same verse. Yeshua warned the disciples of the leaven of the Pharisees and of Herod. The disciples misunderstood and Yeshua rebuked them for their lack of understanding.

Mark 8:15-18

Then Yeshua reminded them of the miraculous acts they witnessed, just as the Almighty said.

Deut. 29:4

The disciples do not understand the Word of the Almighty to obedience just like Israel in the day of Moses. The passage in Mark continues with the ironic account of a blind man that Yeshua healed.

Mark 8:22-25

Yeshua only gave this man "eyes to see" when He first laid hands on Him. The blind man saw men "as trees, walking about." He saw that men are all trees bearing either good fruit or bad fruit.

Matt. 7:16-20

It would appear that Yeshua ironically used a blind man that could see better than the disciples. Many people are not given ears to hear. The reason is that the Almighty does not desire them to understand.
