Deu 19:10
"So innocent blood will not be shed in the midst of your land which Yahweh your Elohim gives you as an inheritance, and bloodguiltiness be on you.
Elohim does not want innocent blood to be shed in the land He is giving them. The cities of refuge will help keep that from happening.

Deu 19:11
"But if there is a man who hates his neighbor and lies in wait for him and rises up against him and strikes him so that he dies, and he flees to one of these cities,
Deu 19:12
then the elders of his city shall send and take him from there and deliver him into the hand of the avenger of blood, that he may die.
Intentional murderers are to be put to death. There is no other option. That is the only way to remove the evil from among the people.
Deu 19:13
"You shall not pity him, but you shall purge the blood of the innocent from Israel, that it may go well with you.
The Word of Elohim states that we are to have no pity on the murderer. This is how the blood of the innocent is purged from Israel.

Deu 19:15
"A single witness shall not rise up against a man on account of any iniquity or any sin which he has committed; on the evidence of two or three witnesses a matter shall be confirmed.
A single witness shall not rise up against a man accusing him of any lawlessness or sin of any kind. It will take the testimony of two or three witnesses to confirm any matter. Yeshua reiterated this same command.
Matt18:15-17

Deu 19:16
"If a malicious witness rises up against a man to accuse him of wrongdoing,
Deu 19:17
then both the men who have the dispute shall stand before Yeshua, before the priests and the judges who will be in office in those days.
Deu 19:18
"And the judges shall investigate thoroughly; and if the witness is a false witness and he has accused his brother falsely,
Deu 19:19
then you shall do to him just as he had intended to do to his brother. Thus, you shall purge the evil from among you.
If someone bears false witness against a man, the issue is to be investigated by the judges of that day. If it is discovered that this witness was falsely accused, then that man is to suffer the penalty that the accused would have suffered. That is how false accusers are to be dealt with.
Deu 19:20
"And the rest will hear and be afraid, and will never again do such an evil thing among you.
Deu 19:21
“Thus you shall not show pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
After this happens the first time or two, the people will hear of it and be too afraid for it to happen again. As with the case of the murderer, the punishment is to be given and no pity is to be shown to the perpetrator. This law also tells us a valuable truth in that the eye of the peasant has the same value as the eye of the prince. Ancient laws in other cultures would value the eye of the prince far above that of a peasant. But Elohim does not allow such injustice.
