In Isaiah ch. 7 King Ahaz refused to request a sign from Isaiah. God would give him one anyway. The Sign of Immanuel was given not just to the king but to the entire kingly line and the entire nation. Jesus is the final fulfillment of this prophecy, for he was "God with us" in the fullest sense.
