Photographers capture weird bright ring cloud in Mongolian night sky

These people were taking pictures of the milky way in a remote area of Western Mongolia when they saw a strange cloud beginning to form to the north west. It formed and dissipated in complete silence in a time span of about 14 minutes. The local people had no idea what this was either. Anyone have any ideas?
