💥💥💥2024.12.12 Amiee ： 这个双普选其实在香港特别行政区基本法里面，它是有规定的，它是规定香港要以循序渐进的原则来实现那个普选。
到了2007年的时候了，全国人大常务委员会啊，就开会确定了那个香港的普选的时间表，2007年就确定了，就说2017年可以进行行政长官的普选，随后就可以实现立法会的全体议员的普选。

2014年的6月10号的时候，国务院新闻办公室就发布了一个叫做，一国两制在香港特别行政区的实践，这么一个白皮书。这个白皮书呢，就单方面的解释了一国两制和高度自治。白皮书说, 香港人对一国两制的方针政策和基本法理解很片面。这个白皮书其实就是对中英联合声明的承诺的违背

2014年的8月31号，就全国人大委员会就通过了一个叫做，关于香港特别行政区行政长官普选问题和2016年立法会的选举产生办法这个决定，我们叫做831框架。这个831的框架，实际上就是一个筛选的机制，根本就不是真普选，而导致我们当年2014年的雨伞运动，就是香港人要争取双普选，一个真正的普选。

💥💥💥 2024.12.12 @Tiandao7777: Regarding the Umbrella Movement and the entire Hong Kong movement in 2019, I’d like to learn more from Amiee. I remember during the Umbrella Movement, people were talking about restoring universal suffrage. What was the state of Hong Kong’s autonomy at that time?

💥💥💥 2024.12.12 Amiee: This concept of universal suffrage is actually stipulated in the Basic Law of the Hong Kong Special Administrative Region. It specifies that Hong Kong should achieve universal suffrage through a gradual and orderly process.

By 2007, the Standing Committee of the National People’s Congress (NPCSC) held a meeting and set a timetable for Hong Kong’s universal suffrage. It was decided in 2007 that the Chief Executive election could be conducted by universal suffrage in 2017, followed by universal suffrage for all Legislative Council members.

On June 10, 2014, the State Council Information Office released a white paper titled The Practice of the ‘One Country, Two Systems’ Policy in the Hong Kong Special Administrative Region. This white paper unilaterally interpreted “one country, two systems” and “high degree of autonomy.” It stated that Hong Kong people’s understanding of the “one country, two systems” policy and the Basic Law was superficial. This white paper was, in fact, a violation of the commitments made in the Sino-British Joint Declaration.

On August 31, 2014, the NPCSC passed a decision regarding the election of the Hong Kong Special Administrative Region’s Chief Executive by universal suffrage and the method for forming the Legislative Council in 2016. We call this the “831 Framework.” This 831 Framework was essentially a screening mechanism, not true universal suffrage at all, which led to the 2014 Umbrella Movement, as Hong Kong people fought for genuine universal suffrage.
