Restructuring the Cannabis Control Commission
The state’s cannabis regulatory body would shrink from five commissioners to three, all chosen by the governor. One of them would serve full time as chair, aimed at improving leadership and reducing internal conflicts.
New Rules for Hemp and CBD Products
Products made from hemp, including those with CBD and hemp-derived THC, would face clearer regulation. These items would be taxed and required to meet potency limits and proper labeling standards.
Changes to Medical Cannabis Licensing
Medical marijuana operators would no longer have to grow and process their own supply they could focus solely on retail. Also, new medical licenses would be set aside exclusively for social equity applicants during the first three years.
These changes are designed to make the Massachusetts cannabis industry more efficient, inclusive, and better aligned with evolving consumer needs. The bill still needs approval from the state Senate before it can become law.
