"To rescind certain budget authority proposed to be rescinded in special messages transmitted to the Congress by the President on June 3, 2025, in accordance with section 1012(a) of the Congressional Budget and Impoundment Control Act of 1974.
This package targets:
1. Foreign Aid: Approximately $8 billion, including funds for the U.S. Agency for International Development (USAID), which has been folded into the State Department.
2. Public Broadcasting: About $1.1 billion for NPR and PBS through the Corporation for Public Broadcasting, driven by Republican claims of bias.
3. Other Programs: Funding for the State Department, U.S. Institute of Peace, and other discretionary programs."

Specific rescissions include but not limited to:
1. International Organizations:
$33,008,764 from Contributions to International Organizations (2024 Act).
$157,906,000 from Contributions for International Peacekeeping Activities (2025 Act).
2. Bilateral Economic Assistance:
$900,000,000 from Global Health Programs ($500M from one paragraph, $400M from another, 2025 Act).
$800,000,000 from Migration and Refugee Assistance (2025 Act).
$43,000,000 from Complex Crises Fund (2025 Act).
$83,000,000 from Democracy Fund (2025 Act).
$1,650,000,000 from Economic Support Fund (2025 Act).
$2,500,000,000 from Development Assistance (2025 Act).
4. Multilateral Assistance:
$125,000,000 from Contribution to the Clean Technology Fund (2025 Act).
$436,920,000 from International Organizations and Programs (2025 Act).
5. $535,000,000 made available for “Corporation for Public Broadcasting” for fiscal year 2026 by Public Law 118–47 are hereby permanently rescinded.
6. $535,000,000 made available for “Corporation for Public Broadcasting” for fiscal year 2027 by Public Law 119–4 are hereby permanently rescinded.
NOTE: The federal government does not directly pay National Public Radio (NPR) but funds the Corporation for Public Broadcasting (CPB), which allocates a portion of its budget to public radio stations, including those affiliated with NPR.
Breakdown of NPR Funding from CPB:
The CPB distributes its funds to public media, including public radio and television stations, not directly to NPR as an organization. NPR-affiliated stations (local public radio stations) receive CPB grants, which they use to purchase NPR programming or produce local content.
According to available data up to 2023, NPR itself receives less than 1% of its total budget directly from federal sources (e.g., competitive grants from agencies like the National Endowment for the Arts).
CPB funding to public radio stations (not NPR directly) typically accounts for about 10–15% of a station’s budget on average, though this varies by station. In fiscal year 2023, CPB allocated approximately $100 million to public radio stations overall, a portion of which supported NPR-affiliated stations.
Current Context (2025):
The H.R. 4 Rescissions Act of 2025 proposes to rescind the entire $535 million appropriated to CPB for fiscal year 2027, which would eliminate federal funding for public radio and television stations, including those that carry NPR programming, for that year if enacted.
