Xi Jinping and Vladimir Putin met for the 45th time since Xi came to power, as the Chinese leader attended Moscow’s military parade marking the 80th anniversary of World War II victory. But this wasn’t the diplomatic triumph Beijing had hoped for. Xi arrived expecting unity, support, and perhaps even a joint front against the U.S. What he got instead? No alliance. No anti-U.S. pact.
