In "the budget" the State re-opened the Wallingford Transfer Station without Notice?!?

The Waste Transfer Station on South Cherry Street in Wallingford has been inactive for years. However, it appears that last week in the state budget (even though it has nothing to do with the budget at all) the legislature permitted its re-opening without application, nor notice to the town, its residents, or its elected officials. I asked about this during the debate, and nobody had any answers - therefore I voted against it. It appears that even DEEP was not aware of this. I know there have been issues with this facility in the past. One would hope there would be more (or even some) notice.
