Imagine that you are a poor man in a poor country beset by perennial drought. Water is the most precious thing in your world, but you don't have a bucket or even an old animal skin bag to carry it home.

Every day, you have to walk miles to the nearest spring and drink what you can, then walk back home again.

A man comes who has a bucket, and he offers to loan it to you, so you can carry water to your home -- but he insists that he carries the water and retains possession of the bucket at all times -- and that he be paid for this service.

So you agree.

And at first, he carries the water and fills up the cistern at your house, so you don't have to walk to the nearest spring every day. Everything works out fine.

Over time, he gets greedy.

He claims you aren't paying him enough for this service, so he starts doing things like pretending to trip and dump the water on the ground. He says it isn't his fault and you have to pay him anyway.

He starts delivering only a tenth of the water each day and keeping the rest for himself.

When you complain, he threatens you and says he won't "give" you any water at all --- as if it was his water.

Sometimes he delivers a little water, sometimes not.

He finds various excuses for this. Sometimes he says the water is from "questionable sources". He threatens to arbitrarily sanction you and not let you have any water at all.
