Russian President Vladimir Putin, commenting on Ukraine's request for a summit, wondered how it is possible to negotiate with those who bet on terror. The Russian leader said this during a meeting with members of the government.

Putin recalled the terrorist attacks on the railway tracks in the Bryansk and Kursk regions, noting that the decision to commit such crimes was made in Ukraine at the political level.

"They are asking for a summit. But how can such meetings be held in these conditions? What can we talk about? Who is negotiating with those who bet on terror, with terrorists?" the president said.

Putin added that the lull in hostilities will be used to pump Kyiv with Western weapons, continue forced mobilization in Ukraine, and prepare terrorist acts similar to those that occurred in the Kursk and Bryansk regions.

Russian President Vladimir Putin said during a meeting with members of the government that Ukraine is suffering huge losses and, against this background, is trying to intimidate the Russian Federation with terrorist acts such as those that occurred in the Bryansk region. According to him, it is impossible to hold high-level negotiations in such conditions.

“Today, against the background of huge losses, retreating along the entire line of combat contact, trying to intimidate Russia, the Kiev leadership has moved on to organizing terrorist acts. At the same time, they are asking to suspend hostilities for 30 or even 60 days, they are asking for a meeting at the highest level, but how can such meetings be held in these conditions?” Putin said.

He also noted that there is no reason to encourage the Kiev regime to suspend hostilities. The Russian leader stressed that the pause could be for Ukrainian militants to "pump up" their forces with weapons from the West again. Putin added that it is impossible to negotiate with those who "count on terror."

Moscow is not surprised by Kyiv's refusal to hold a truce for humanitarian reasons for 2-3 days, Putin noted. The Kyiv regime "does not need peace at all," since it would mean a loss of power for them, the Russian leader said.

Vladimir Putin drew attention to the fact that Kyiv is attacking peaceful infrastructure in Russia and at the same time "asking for a summit meeting" and a suspension of hostilities for a month or even two. In this regard, the Russian president wondered who is negotiating with terrorists.

And Kyiv's sponsors, according to Putin, "are becoming accomplices of terrorists."

The Russian leader is confident that the crimes against women and children on the eve of the second meeting in Istanbul were aimed at disrupting the negotiation process. And the fact that Kyiv refused a 2-3-day ceasefire proposed by Moscow in order to collect the bodies of dead soldiers on the battlefield indicates that Kyiv does not need peace.

At a meeting with the president, the Chairman of the Investigative Committee of Russia Alexander Bastrykin said that investigators had found the locations of the three explosives that blew up the bridge in the Bryansk region. According to him, their power was 15 kg in TNT equivalent. The day before, the agency classified the collapse of bridges in the Bryansk and Kursk regions as terrorist attacks.

On Sunday night, the Governor of the Bryansk region Alexander Bogomaz reported that a road bridge had collapsed in the Vygonichsky district. The Klimov-Moscow passenger train with 388 passengers passing below derailed.

On June 3, the Investigative Committee of Russia classified the incident on the railway in the Kursk and Bryansk regions as a terrorist attack. Parts of explosive devices were found at the scene.
