Neh 9:30
"However, Thou didst bear with them for many years, And admonished them by Thy Spirit through Thy prophets, Yet they would not give ear. Therefore Thou didst give them into the hand of the peoples of the lands.

Since they would not listen to the Instructions of Elohim, He gave them into the hands of the peoples of the lands.

Isa. 42:24 Who gave Jacob up for spoil, and Israel to plunderers? Was it not the LORD, against whom we have sinned, And in whose ways they were not willing to walk, And whose law they did not obey?

Neh 9:31
"Nevertheless, in Thy great compassion Thou didst not make an end of them or forsake them, For Thou art a gracious and compassionate God.

Neh 9:32
"Now therefore, our God, the great, the mighty, and the awesome God, who dost keep covenant and lovingkindness, Do not let all the hardship seem insignificant before Thee, Which has come upon us, our kings, our princes, our priests, our prophets, our fathers, and on all Thy people, From the days of the kings of Assyria to this day.

They acknowledge that they brought all their hardship upon themselves.

Neh 9:33
"However, Thou art just in all that has come upon us; For Thou hast dealt faithfully, but we have acted wickedly.

Neh 9:34
"For our kings, our leaders, our priests, and our fathers have not kept Thy law Or paid attention to Thy commandments and Thine admonitions with which Thou hast admonished them.

They admit that their hardship was due to the leaders of the people and the people themselves disregarding the Torah of Elohim.

Jer. 29:18-19 ‘And I will pursue them with the sword, with famine and with pestilence; and I will make them a terror to all the kingdoms of the earth, to be a curse, and a horror, and a hissing, and a reproach among all the nations where I have driven them, 19because they have not listened to My words,’ declares the LORD, ‘which I sent to them again and again by My servants the prophets; but you did not listen,’ declares the LORD.

2 Kings 17:15-16 And they rejected His statutes and His covenant which He made with their fathers, and His warnings with which He warned them. And they followed vanity and became vain, and went after the nations which surrounded them, concerning which the LORD had commanded them not to do like them. 16And they forsook all the commandments of the LORD their God and made for themselves molten images, even two calves, and made an Asherah and worshiped all the host of heaven and served Baal.

The NKJV of this passage tells us that His Torah testifies against them. This was also stated in the song of Moses, which is similar to this chapter in Nehemiah.

Deut 31:21-22 “Then it shall come about, when many evils and troubles have come upon them, that this song will testify before them as a witness (for it shall not be forgotten from the lips of their descendants); for I know their intent which they are developing today, before I have brought them into the land which I swore.” 22So Moses wrote this song the same day, and taught it to the sons of Israel.

The Song of Moses will testify against them in the future also.

Rev. 15:3-4 And they sang the song of Moses the bond-servant of God and the song of the Lamb, saying “Great and marvelous are Thy works, O Lord God, the Almighty; Righteous and true are Thy ways, Thou King of the nations. 4“Who will not fear, O Lord, and glorify Thy name? For Thou alone art holy; For ALL THE NATIONS WILL COME AND WORSHIP BEFORE THEE, FOR THY RIGHTEOUS ACTS HAVE BEEN REVEALED.”
