Slow driver in the left lane gets pulled over

So the driver of this vehicle is traveling under the speed limit in the left lane. This Kent County Sheriff vehicle has been behind the vehicle for some time. The officer had enough and decided to hit the lights and pull them over. I slowed down and moved over thinking the driver would move to the right but obviously they did not. They proceeded to stay in the left lane putting both them and the officer in harm's way.
