MAJ Luqman was born in Pakistan. His family immigrated to the US in 1984 to Fayetteville, Arkansas where his father was completing his PhD. His family relocated to Portland, Oregon in 1986. He attended Woodrow Wilson High School and graduated in 1991. He attended the University of Portland and earned an Army ROTC commission as an Infantry Officer in 1996. MAJ Luqman served as a traditional guardsman in various leadership assignments in the 41st IBCT until 2004 when he transitioned to Active Guard Reserve (AGR) status. MAJ Luqman deployed five times with the Oregon Army National Guard. In 2007 he transitioned to the Regular Army as a US Army Foreign Area Officer (FAO). MAJ Luqman Retired from the Army in 2018. Today, his family lives in Virginia where he works as a DOD contractor in Foreign Partner Engagements focused on Building Partner Capacity (BPC) in CWMD and Cybersecurity.
