BCPD Felonious Excessive Force | Joel Case

In 2009, BCPD Ofc Joel Case committed excessive force against a unarmed citizen that had committed no crime.

He hit them in an unmarked Patrol vehicle, was not in uniform and after they were on the ground and surrendering, he proceeded to kick them while they were down.

Joel Case was never charged. Never disciplined and has since been rewarded by being promoted within the department.
