ATTN FBI and DOJ

Dear FBI, what happens when your local authorities are not doing what they are supposed to be doing? Seth Rogers the biological father is requesting the FBI to step in and take over his sons case, but Sumner County Police refuse to hand the case over. It's been over 400 days and they have not followed through on tips coming in. There is a potential conflict of interest in this case, between potential suspects and law enforcement. Please help!
