Africa is something of a disaster.

They had no wheel or permanent structures when Europeans arrived, some even say they were cannibalizing each-other and had sacrificial ceremonial sites similar to the Aztecs, but without the grandiose structure associated.

The Belgian's started making a railway in the Congo in the early 1900s, to be completed after a lot of issues around 1930.
