Safe place for WhistleBlowers

The US Government has opened a site to all for WhistleBlowers to Anonymously Publish their findings and stay anonymous until similar reports are brought up allowing for safe investigating on both the part of the whistleblower and the government.
Should it take the death of a young child to get this technology? NO, it shouldn't!
