“They're not even bidding these projects. These are buddies of theirs at the country club, and they're like, hey, if you go do this for $600 grand, you cut me back, I'll bill you as a vendor. So this is what's happening:

The money's going straight from the government to the contractor, but the contractor pays invoices right to his subcontractors.

So these government officials are becoming subcontractors on the jobs.
