The Reform Act, 2014 is a federal law designed to shift power back to elected MPs. It allows caucuses (parties) to vote on whether to adopt rules that let them:

* Expel or readmit members
* Elect or remove the caucus chair
* Trigger a leadership review
* Choose an interim leader

The catch? These powers only apply if the caucus votes to activate them, they're entirely optional.

The Conservatives made headlines using the Act to remove Erin O’Toole in 2022, demonstrating swift and decisive caucus control. The Liberals, however, have consistently opted out.

Now, with Mark Carney newly installed and already under pressure, there’s talk that the Liberal caucus may invoke the Act’s provisions and in doing so, possibly setting the stage to replace him.

Is this the setup for a classic Carney bait-and-switch?
