That's actually a lowball number because Verity Vote/Heather Honey had low standards for what constitutes a filled out custody form:
"Verity Vote performed a generous counting of ballots by fully examining all
ballot transport forms for ballot counts anywhere on the form. If there were counts on the
form, they were included regardless of any other defects on the form."
So on a 10,500 margin, the real number of illegally counted dropbox ballots, just due to the custody docs, was way higher than 740,000.
Jovan said the "late earlies" (drop box ballots picked up election day) were all missing counts and signatures on the transport receipt (bottom section of Chain of Custody doc) to the Tabulation Center. We know now they were forwarded to be sorted at the ballot printer Runbeck. That does not absolve them from following the EPM re: ballot custody. Remember, 297k ballots appeared out of thin air in 2022 Kari Lake race while passing through Runbeck, 30k or 35k of them added to the count last minute.

The first half he's WRONG about the CVRs, the reason those are different is Early Vote single ballot CVRs ("Dominion Auditmarks") come from ICX central tabulators, but the Election Day In-Person single ballot CVR's come from ICP2 precinct tabulators, which don't print the times, ostensibly to protect the secret ballot since there's timed footage of voters casting them.
