In this chapter, Balak offers sacrifices on altars. He builds 7 altars and 7 rams and 7 bulls are sacrificed. It doesn't say who they're for, but perhaps Balak, after sacrificing to baal, was wanting to also appease the God that Balaam served, hedging his bets. Is it still a pleasing aroma to God, we're not told.
However, this happens twice, because Balak thinks that if they move places, maybe the god he serves is going to overpower, or find favor with the God that Balaam is speaking with. But, that's not the case, and YHWH says that Israel will not be cursed.
One thing I didn't mention was about Balaam saying that "the shout of a king" is among the people of Israel. They wouldn't have a king for quite some time, but the point of Israel being "God's people" was ultimately the lineage of Christ, the King of Kings. Prophetic verses like that are cool.
