These children are brought up with guardians that are not blood related, not all that caring, either, in many cases, emotionaly damaged by the carnage of the re-set a decade previously, unable to recall the reason for the memory loss mindwiped by an EMF, they were the unfortunate denizens of a discombobulated world, and there were millions of them. You must envisage a situation where there is a village, or a small town of 360 people in 1882 for argument sake, and there are many similar examples, where this small village in America, has a 5,000 bed lunatic asylum within the parish confines - so thats a village of 360 people, and an asylum of 5,000.........
