Paragon Solutions is an Israeli company that produces Graphite, a surveillance software used by government agencies for intelligence and law enforcement purposes. Graphite can infiltrate mobile phones without detection, providing operators with access to messages and encrypted communications on apps like WhatsApp and Signal. The software has been linked to misuse, including targeted surveillance of journalists and activists in multiple countries. For instance, it was used to target Italian journalists and critics, leading Paragon to terminate access for its clients in Italy following allegations of misuse. Additionally, the US Immigration and Customs Enforcement (ICE) signed a $2 million contract with Paragon, though the contract was later paused under White House review for compliance with President Biden’s executive order on spyware. Paragon claims to sell its products only to democratic regimes that respect fundamental rights and freedoms, but evidence suggests otherwise. The company was acquired by AE Industrial Partners for up to $900 million in December 2024, indicating its significant market value and influence.
