Then work on the house of God in Jerusalem ceased, and it was stopped until the second year of the reign of Darius king of Persia.

The opposition caused construction to cease for about 16 years until "the second year of the reign of Darius." During this period, the prophets Haggai and Zechariah inspired the returned exiles to resume their work. Ezra 5:1-2).

Ezra 5:1
When the prophets, Haggai the prophet and Zechariah the son of Iddo, prophesied to the Jews who were in Judah and Jerusalem, in the name of the God of Israel, who was over them,

These two prophets are the same two prophets that wrote the two books in the Tanakh. It will be profitable to compare them to the history we have here in Ezra. (Hagg. 1:1-15, Zech. 1:14-17).
