Wilmer Osmany Ramos Giron—an illegal immigrant with a long criminal history and two prior deportations—was facing up to 16 years in prison for abduction, strangulation, and domestic assault. Instead, Fairfax Commonwealth's Attorey Steve Descano’s office dropped the felony charges and let him off with a misdemeanor conviction and just two months in jail. Steve Descano claimed the plea deal was made "based on the victims' wishes." However, the victim said she was misled and never agreed to drop the charges. He was released back in the community—until ICE and the Virginia State Police were forced to step in and do what local leadership failed to do: protect the public.
