Depending how long they are patrolling or deploy, some guards will get exhausted. They will work until their energy is depleted then will switch with anyone available "IF" there is any other guards available.

I usually try to keep "double" the amount of guards to make sure I have some in reserve.

Sometimes, you may need more then double. Depending on the amount of guards you assign to patrol or deployed.

Pro Tip: Use PATROL for cells block. Use Deploy for Storage, Export, Canteen, Yard, etc.

Don't put everyone on deployment or patrols or you will over use your man power.
