Aggravated Parking lot Arrest

On 1/7/25, at 1122 hrs., I, (Ofc. Romero) and FTO Allen arrived at 3311 N Sterling Ave. space 12 (DMV) regarding
trouble with a male. Dispatch also stated a second caller was stating the DMV staff was refusing to give the male
his identification card. When we arrived, we were met by Nicholas Boyd and a female.
Boyd stated the DMV was not issuing him a real ID due to not having his social security card. Boyd stated the DMV
should have it on file. Boyd then stated that the law did not require him to have his social security card to get
his ID. Boyd then asked me to look up Chevron V. America. Ofc. Allen stated that we were not going to do that here
and that he had to leave due to staff not wanting him there anymore. Boyd stated that he had already paid for his
ID. Boyd stated that he was getting robbed and that he had a receipt which he did not provide to us. Boyd then
began to walk away but then asked for our cards. FTO. Allen stated we didn't have cards so he verbally gave him his
last name and badge number. Boyd stated he was going to record it and asked for our names and badge numbers again.
FTO Allen repeated his name and badge number and I gave him my last name along with my badge number.
Boyd then began to walk away towards a Ford Flex. As Boyd was walking away, he began yelling obscenities towards
as, calling us "Pussy", "bitch", and also that he would "beat our ass". As Ofc. Allen and I walked towards Boyd,
Ofc. Allen told Boyd to get in his vehicle and leave. As we approached Boyd, he grabbed his waistband with both
hands to pull up his pants which is a sign of someone who will fight and stated "Don't Touch me" multiple times. We
were all face to face and FTO Allen told him to get in his car and leave. Boyd stated that we did not make the
rules. FTO Allen then told Boyd to turn around and place his hands behind his back and reached to grab Boyd's arm.
Boyd then stated don't touch him and then began to skip backwards while balling both of his fists up. FTO Allen and
I both told Boyd to turn around as he was was walking backwards. FTO Allen and I both reached for Boyd
simultaneously to which Boyd then began to actively resist arrest. As I grabbed Boyd, he then proceeded to throw a
closed right-hand punch toward my face which did not connect. Boyd then again cocked back his closed right fist and
hit FTO Allen.
I proceeded to draw my department-issued taser-7 in an attempt to discharge the taser to achieve NMI on Boyd. While
I am drawing my taser-7, Boyd and FTO Allen actively fighting. Boyd is able to connect multiple closed-fist punches
to FTO Allen. I was able to see one punch thrown by Boyd, hit FTO Allen on the left side of his head. I drew my
taser, activated it and aimed it towards Boyd's midsection. The taser probes hit Boyd but did not achieve complete
NMI. Then discharged my taser a second time also with negative results in achieving complete NMI. I was able to
tell dispatch that we were fighting and they cleared the air. Boyd then gets space from FTO Allen, is able to take
his jacket off and began to run away from us.
A foot chase then ensued in the parking lot. FTO Allen also was chasing after Boyd. I observed FTO Allen attempt to
discharge his department-issued taser-7 with negative results. Boyd then got into the passenger seat of the Ford
Flex. I was able to get the right rear passenger door open and then gave Boyd commands to get out of the vehicle.
Boyd then became compliant and stepped out of the vehicle with his hands behind his back. FTO Allen assisted as I
placed Boyd in handcuffs which were checked for proper fit and double locked. We then escorted Boyd to the back of
our patrol car #544.
I then spoke to DMV staff member \Clearly Unwarranted Invasion of Privacy.
Boyd asked if he wanted to go the hospital to which he stated he did. Boyd was transported to Methodist via AMT.

Boyd also had a warrant; SO WILL CO #19CF002012 FTA CRIM DAMAGE TO PROP VALID NO BOND. Confirmed via Prep 2.
Photographs were taken of FTO Allen and his injuries.
I attempted to get photographs of Boyd but he was very uncooperative.
FTO Allen and my taser cartridges were tagged into the property room under tag #334147.

Sgt Buss was notified and responded to the scene.
On 1/7/2025 I was dispatched to the DMV on the report of trouble with a male. Upon arrival RO Romero and I began
walking into the building when I observed a male matching the provided description exiting the building. RO Romero
began interacting with the male, later identified as, Nicholas Boyd. Boyd Advised RO Romero of the issues he had
had inside. Boyd was advised we could not assist with the issues he was having inside. Boyd became upset with this
information and asked for our business cards. Boyd was advised we did not have business cards and was provided with
our badge numbers and last names. Boyd has also indicated he had already paid for the ID and I offered to go back
inside of the building to see if I could get the money for him. Boyd declined this offer and began walking out
toward the parking lot. It should be noted that I assumed the interaction to be over at this time and turned off my
body camera. RO Romero and I then began walking back toward our squad. While walking back, Boyd began yelling
obscenities at us. This consisted of name calling and advising us to look up who he is. Boyd was also not walking
toward the vehicle which I assumed he came in (due to the female that Boyd was with walking in a different
direction). Boyd then advised he would "beat" my "ass".
Due to Boyd already having been advised to leave and the physical threat he made. I began approaching Boyd and
advised him his threat of physical violence would not be tolerated. I also advised Boyd multiple times to get into
his car and leave. Boyd did not take the opportunity and advised me I did not make the rules. I then ordered Boyd
to place his hands behind his back. Boyd did not comply but rather took a fighting stance curling his arms up,
balling his fists, and bouncing on his toes. I approached Boyd so as to place him in handcuffs and he began
struggling. I was then punched in the left side of my head. I attempted to control Boyd's arms but he pulled away,
again striking me in the head. I then began punching Boyd an unknown amount of times, with no affect. The struggle
continued and Boyd continued to swing at me. Due to me already having been punched in the head multiple times, my
punching not having affect on Boyd, and Boyd actively fighting me, I then kicked at Boyd, likely striking him in
the face. This caused Boyd to back away, remove his hoodie, and then begin running from us.
I gave chase to Boyd and pulled out my department issued taser. I fired the taser at him twice, both sets of probed
missing. The chase continued around the lot, with Boyd retreating into the passenger side of his vehicle. I opened
the driver's side door and unlocked the rest of the doors, which by this time, Boyd had already locked. RO Romero
then opened the door and Boyd became compliant.
Once Boyd had been placed in the car, I began to notice I was dizzy and my neck was sore on the left side. I
advised Sgt. Buss of this and photos were also taken of the area where I had been struck.
RO Romero then took me to OSF to be evaluated. Proper notifications were made.
