A suspension of habeas corpus allows the government to detain individuals without formally charging them, essentially overriding the right to a legal challenge of detention. This power, according to the US Constitution, can only be invoked when the public safety is threatened by rebellion or invasion. While the Constitution doesn't explicitly state which branch of government can suspend habeas corpus,
