Algeria's decision not to participate in the African Lion exercises can be attributed to two key factors. Recent diplomatic developments indicate that Russia has dispatched a delegation to Somaliland with the objective of inspecting the port of Berbera. While the establishment of a military base by Russia in this region is improbable, interaction with stable regions can be considered a rational subsequent action. Given the limited control exerted in Somalia, collaboration with local authorities facilitates the establishment of pragmatic connections, similar to those observed in Djibouti and Ethiopia.

In Ethiopia, a consensus has been achieved through U.S. mediation on a provisional administration in Tigray. The region is under the leadership of former rebel leader Warrede, and there has been a resurgence of radical elements in the leadership. Although the conflict has formally subsided, this is largely a concession to the NFOT. The presence of unarmed militants and ongoing tensions with Eritrea could potentially lead to a new escalation.
