Fulton County Detention Officer Sentenced to Federal Prison for Using Excessive Force

On June 5, 2023, at the Fulton County North Jail Annex in Alpharetta, Georgia, a distressing incident unfolded involving Detention Officer Monique Clark and a female pretrial detainee identified as C.B. While C.B. was handcuffed during the intake process, Clark, without any legal justification, applied a chokehold, rendering her unconscious and causing bodily injury.

Following the incident, Clark was indicted on federal charges for depriving C.B. of her civil rights under color of law. The indictment detailed that Clark knowingly used unreasonable force against a detainee who posed no threat, contravening the Fulton County Sheriff’s Office's strict prohibition against chokeholds except in life-threatening situations.

In March 2024, Clark pleaded guilty to one count of deprivation of rights under color of law. Subsequently, in August 2024, she was sentenced to four years in federal prison, followed by three years of supervised release. Assistant Attorney General Kristen Clarke emphasized the gravity of the offense, stating, "This defendant’s violent assault on a handcuffed arrestee rendered her unconscious and is simply inexcusable."
