This would seem to connect to Cory Hughes' TL of Seymour (or whichever Oswald double it was) boarding the CIA plane somewhere near the aquaduct.

It doesn't sound like Howard came with him there although who knows. Hughes thinks Seymour was operating the elevator at the TSBD. There was a big operation on the 6th Floor if Oswald or his double were there or not, and whether there were shots on Kennedy/Connally or not. The entire floor is one big room/squadbay according to Groden. Here Groden sees simultaneous movement in multiple windows:
