Uncooperative Driver Confrontation: License, Registration, and... Amscot?

The Volusia Sheriff's Office released footage showing the recent DUI arrest of a man who was found driving through people's yards. When police arrived, it seemed the man could not speak English, failing to provide a driver's license, registration, or insurance, but instead a receipt to an Amscot location.
