Is 'Lazarus' Just 'Cowboy Bebop' with a New Name?

Is the new Lazarus Anime a pale simulacrum of Cowboy Bebop? Should we have expected something more unique from Shinichiro Watanabe, or is this the spiritual successor to Cowboy Bebop and Mr. Watanabe is just doing what he knows best?
