How is it that the Biden Administration spent $1 BILLION on furniture during COVID

At the time, the CDC was telling people to socially distance, wear masks, and was essentially forcing many Americans to get vaccinated against their will. What possible use could CDC employees have had for those expensive new picnic tables?
