You are not told you are not required to have drivers license and vehicle plates

The system encourages YOU to always have a vehicle operators license and vehicle tags. The use of your vehicle in commerce is the sole reason. If you are out for a leisurely drive, go to school, go to work, pick friend up at airport, or get groceries, it's not required. If you are not PAID to be on the road, it's not required.
