Scott Phelps is the driving force behind The Success Sequence Program, an initiative developed through Abstinence & Marriage Education Partnership (A&M Partnership) to promote a structured path for youth to achieve future success. The program emphasizes the benefits of reserving sexual activity and childbearing for marriage, aiming to equip teenagers with the knowledge and tools to avoid challenges like teen pregnancy and related destructive behaviors. It consists of four character-based workbooks tailored for grades 6-12, including titles like A.C. Green’s Game Plan, Navigator, Quest, Aspire, and Excel. These materials provide a clear, evidence-based message about the advantages of abstinence until marriage and preparation for healthy relationships.

Phelps’ journey began in 1999 when he collaborated with educators in Chicago to deliver abstinence education, later expanding this effort nationally as the National Program Director for Project Reality. His work influenced federal policy, notably contributing to the definition of the Community Based Abstinence Education Program in 2002. In 2004, he founded A&M Partnership to advocate for abstinence and marriage education, followed by A&M Resources in 2005 to distribute high-quality curricula. Phelps also co-founded the National Abstinence Education Association in 2006. The program has reached over 2 million students across the U.S., supported by funding from the Department of Health and Human Services, though its contents reflect A&M Resources’ views rather than official HHS positions.

Both bills have stalled out without even so much as a committee hearing.
