How to buy a Moped in Sri Lanka

I was looking for a reliable scooter, less than 50cc to tool around in while in Galle, Sri Lanka. A Sri Lankan friend of mine found me exactly what I was looking for.

It's a 2012, TVS The Champ, 49cc, with more than 20,000km.

In Sri Lanka, 49cc and less scooters don't require a helmet, registration, or driver's license to drive. Of course I have a valid international driver's license, but cops in Galle stop you frequently if they see you are a foreigners, multiple times a day, which is a total waste of my time. If the cops see you have a 49cc or less bike, they don't bother attempting to pull you over. Plus, I also don't like wearing a helmet, and also because the helmets here are especially poor quality and useless.
