Colorado pushes bill to put child rapists out on probation. How low can they go?

Colorado legislators are more worried about rehabilitation of a child rapist and leaving them out on probation then they are the harm done to the innocent victims of rape. Those minors will have a lifetime of trauma and yet face the fact that there perpetrators could be walking free. Tragic. Criminal.
