On March 6, 2025, Trump signed an executive order establishing a Strategic Bitcoin Reserve and a U.S. Digital Asset Stockpile. The Strategic Bitcoin Reserve is to be capitalized with bitcoin already owned by the federal government, primarily from assets seized in criminal or civil forfeiture proceedings. The order also authorizes the Secretaries of Treasury and Commerce to develop budget-neutral strategies for acquiring additional bitcoin, ensuring no extra cost to taxpayers. The U.S. Digital Asset Stockpile, meanwhile, will consist of other cryptocurrencies (beyond bitcoin) also obtained through forfeiture, with no immediate plans for additional purchases but potential for sales at the Treasury Secretary’s discretion.
