TRUMP TARIFFS: are we supposed To Plant Our Cocoa Tree In Our Garden To Do Chocolate?

Two or three things I don't get of Trump's Tariffs: why on food? If it's just to build back the Rust belt's factories? And does he have them Trump all these youngsters ready to work in the new factories? And with all the prices of the basic materials going up who has the money to set them up the factories?
Are we supposed to plant our own cocoa tree in the garden and set up our own chocolate factory because otherwise Switzerland and Africa rip us apart with cocoa or chocolate import?
