Is the death penalty biblical?

The state of Idaho just passed a law that makes it possible to give the death penalty to anyone who sexually assaults a child 12 and younger. How should Christians feel about that? Can we support it? What does the Bible say about the death penalty? Some Christians say that we can't execute murderers because God tells us not to seek revenge. Is that a biblical reason to stop using the death penalty, or is there more going on?
