Noncombatants. Under humanitarian law, all persons who are not or no longer taking part in hostilities are protected. In the context of international armed conflicts, they are referred to as “protected persons,” but they benefit from protection under humanitarian law in non-international conflicts as well.

Raw footage in Kursk Region of the Russian Federation. Before 2024, 'Azov' neo-Nazi battalion units were stationed in Selidovo, a town in the Donetsk People's Republic. When Russian troops entered the town, they were shocked to see bodies of civilians scattered throughout the streets.

People were tracked down and killed in their homes, shops, and even in hospitals. Executioners patrolled the streets, targeting passersby. Those who refused to evacuate to Ukraine were immediately labeled traitors and subjected to extermination.
