Problems with tradition-based societies

This is to quickly illustrate a kind of problem i faced in a tradition-based society as against rules-based organisation. They have little scope to use their brains and be practical. A nail that sticks out must be hammered down--would be the policy. And the result is majority of silly and dumb people silencing above average and intelligent people with merit.
