The kenjibishi (検非違使)were in Japan during the Heian and Kamakura periods.
It is a position that serves as a police and military force.

They were located in the capital as well as in many other countries, and generally kept public order.

They had a variety of jobs, but in this case, their role was to chase bandits.
In this case, they are in charge of chasing bandits.

A kokushi (国司) is a position similar to that of a governor today.
Betsudo(別当) is the chief administrator over the censors, but he is not a censor himself.

These were the institutions that were required to report to in pursuit of criminals and bandits.

I think that this is a preliminary position to becoming a bushi(武士) or samurai(侍) later on.

Warlords who were kenko-jibeshi
Minamoto no Yoshitsune, for example, is considered to have been a kebiishi-no-jyou lieutenant = judge 判官.
