Anjem Choudary explains to an islamic assembly that government assistance (or welfare) is the Jiyza Tax (or as he puts it; "jihad seeker's allowance") that kafirs (infidels) MUST pay to live in an islamic society. Failure to pay means death for the kafir. Jizya, or jizyah, is a type of taxation historically levied on non-Muslim subjects of a state governed by Islamic law.
