"It is what it is." You have heard this phrase. How do we normally use that?

We say that when we believe we are stuck with something in life. Nothing is going to change - I am now used to the dysfunction/I have accepted it. There is no more hope for anything different to be done. We say it for a situation, spouse, or an event.

It is what it is. I'm not sure any of us should be a real big fan of that phrase because it shows a real lack of joy. If you have heard it, it's easy to start saying it. It is what it is.
